About the Connecticut Medical Examining Board The role of the Connecticut Medical Examining Board (CMEB) is somewhat limited as compared to other state boards. The board’s functions primarily as a disciplinary body for MDs, DOs, and PAs. Most of the regulatory functions usually associated with a medical board are performed by the CT Department of Public Health (DPH), including adoption of rules and regulations and issuance of licenses to practice. The CMEB does play an advisory role to DPH in evaluating requests from physicians and PAs who have let their licenses lapse but subsequently want to again be licensed.
The CMEB currently consists of twenty-one members, all of whom are appointed by the Governor: thirteen are physicians, one is a licensed physician assistant, and seven are public members. The Board was expanded to include a licensed PA as part of the PA Practice Act adopted in 1990 (Public Act 90-211). Rosalind “Sally” Moldwin became the first PA to sit on the CMEB when she was appointed by the Governor in 1994. She was followed by Mary Warner (who began her service in 2000), Patricia Loving (who began her service in 2006), and Carol Stasiulewicz Ekonomides (who began her service in 2016). Since 2020, Bill Kohlhepp has served on the CMEB.
The Board meets monthly using Microsoft Teams and considers charges brought against MDs, DOs, and PAs by DPH. In adjudicating charges, the Board either uses hearing panels to consider those charges or it reviews consent agreements crafted between DPH and the practitioner facing charges.
Fortunately, during Bill’s four years on the CMEB, only two cases of discipline against a PA were considered. Both were cases involving substance abuse by the PA and were not matters involving care of patients.
